Layer of protection analysis is a semi-quantitative risk assessment that is used for analysing the extent of effectiveness of independent protection layer which exist in progress, against the identified hazards and if exist IPLs are not effective, new IPLs are identified and determine the level of these new layers’ reliability.
Protection layers are a group of equipment or controls that do some specified actions in the extent of abnormal conditions in the process which can lead to process disordering and incident occurrence. Some protective layers that have feature like accessibility, independence reliability and ispection capability are defined as independent protection layers (IPL). Among the IPLs, one can note the design standard methods, the obstacles and walls, warning systems which along with operator reaction, control and pressure reduction tools, ESD and SIS systems.
Independent protection layers (IPL) of process is determined in accordance with IEC 61511 standard. The order of use these protection layers are identified as ‘’onions’’ LOPA. Pre-Startup Safety Review (PSSR)
Pre-startup safety review is a kind of safety studies that is done before set up a factory, plant or new or modified equipment. PSSR is done in order to ensure compliance with the facilities with original design and operational goals before set up that by using this, all possible that are made due to changes during project making and accurate engineering design phase, are investigated and assessed again.
These studies also investigate the compliance what is done with standards as well as philosophy and project details. In other words, PSSR guarantee the readiness extent of unit and process facilities to set up. In addition to equipments, PSSR also covered procedures and training and also investigate them. PSSR’s guide is usually provided as part of the pre-startup/startup evidences. Importance of PSSR studies implementation is to the extent that in majority of industrial advanced countries, implementation of these studies before systems set up is necessary and has legal requirements. Ensure that the training of each included employees in operational process is completed.
